Quote from Ziot of the official Diablo 3 forums:
1. You unlock the Nephalem Cube in act one which allows you to disenchant items into crafting materials. (Material type by rarity: Common Scrap, Subtle Essence, Rare Tooth, Petrified Bark, etc.) You have a small chance to crit a higher level crafting material when disenchanting of the next level. i.e. a magic item could give you a rare crafting material, a rare could give you a legendary crafting material, etc. In addition, some items have a stat that increase the chance of said disenchanting proc.
2. You unlock the Blacksmith via a quest chain. He allows you to craft weapons, world of warcraft gear armor, and repair your items for gold.
3. You can find Page of Training and can combine them once you get 5 to turn them into a Tome of Training. The first Blacksmith training for additional recipes costs a Tome of Training, 5 Common Scrap, and 500 gold. diablo 3 items The only other way to get recipes is to find them as random drops. As far as I know, these recipes are shared across your characters.
According to the Page of Training, you will also be able to use them for Mystics andcheap diablo 3 gold muSvsE40 Jewelers that are not available in the beta (probably later acts).
Quote from Telemakhos of the official Diablo 3 forums:
You have to “train” your artisan 5 times for him to actually level up, although each time you train is kind of a mini-level where he gains new recipes.
I got my artisan up to level two; I’ll start keeping really close tabs on the exact mats to level him. I didn’t keep track up until then, but it’s apparently the same mats for every step. From level 1 -> level 2, the gold increased with each step. http://www.pullyourownweight.net/board/board_topic/3735723/2859190.htm
