The role and restrictions of a Hokage: Prolouge

I suddenly thought of this idea when I was reading another story here on Quizilla. No i did no steal the idea, I just suddenly thought of it. I'm not going to be working on any of the other stories that I had originally hoped, because only one person took the pole I had posted (now deleted) to help me decide. ~Prolouge~

“What are you talking about? Even without us telling you, you should have known this earlier.” Homura said.

“Don’t make such a scary face . . ! Heard the talks with the Sand have come to a peaceful conclusion.” Jiraiya said.

“The problem now is not the Sand. The Leaf forces have become significantly weaker. Under this situation, the best thing to do is prepare for the worst.” Homaru

“Who can predict when another neighboring village will take such bold actions again?” Koharu asked. “Before we start the restoration of the village, we have to select our top people from the army to form an emergency executive committee. But before that we need a strong leader to rely on. Trouble could come from anywhere. From anyone.”

“Not only Orochimaru.” Homura added.

“Listen to me carefully, I’ll tell you our plan. Jiraiya, yesterday at a Fire Country meeting, we decided it to be you.”

“I’m sorry; I’m not the type for the job. Besides, there are complications to the matter.” Jiraiya said, holding up a hand, palm facing the two Konoha Elders, Homura Mitokado and Koharu Utatane.

“Complications? Jiraiya, this has been decided, complications or not. Furthermore, aren’t you one of the three nins stated? If you are not the type for it, no one will be suitable for this position.” Homura compelled.

“What if the Third had given me a document before the Chuunin Exams stating the name of who was to be the Fifth Hokage if anything came up that day?” Jiraiya asked, pulling a large brown envelope from his yukata (I think that’s what it is). He handed it to the two elders.

They opened it slowly. Inside was a document, a will, of the Third’s. They scanned through it quickly, and when they came to a certain part, Koharu read aloud, “’If I am to ever die without naming a Fifth Hokage, and heir to our land’s leadership, then Mia Teni is to take my place as Hokage. . .’”

“What?!” Homura asked, completely shocked. “But she’s only thirteen years old!”
