i have a mucho importante question...

let's say i have this friend who was at her bf's house last night. let's also say that they were making out on his bed when he puts his hand "down there", but he didn't actually touch her skin; he just sorta did all that sort of stuff through her jeans.

would that still be considered getting to 3rd??? my friend is really confused and desperately needs help!!
